Hi Shannon: If he has something wrong and cannot fly, the parents will leave him as they migrate. You need to see if you can feed him and get close enough to capture. Michigan is a state where they are killing mute swans to control their population. So, calling a state entity and even a wildlife rehab center may result in his death. Even though some rehab rescue facilities will tell you that they do not needlessly kill the swans, in actuality they do because they receive government ( state or federal) funding and they must abide by certain mandates or lose the funding. Other timtimes, the centers use volunteers that may have their own conservation agendas and will euthanize based upon their beliefs.
