The cygnets begin to turn white approximately 6 months of age. They will be totally white approximately 8-10 months of age. So, you have basically an adult female and an older juvenile.

Swans are usually considered juvenile up until 2-3 years of age. Although some research suggests that a swan reaches adulthood at 3 years of age because this is supposed to be the time that they are capable of mating, we know differently. We have had swans practicing mating at 1 year of age and totally capable of producing cygnets at 2 years of age. So, 2 years of age can possibly be the beginning of adulthood in some swans.
