Eating or neck exercises?

Hi,
My dad and I were debating the behaviour of one of the parent swans today... it was on land pulling brush from among some shoreline grasses and dumping it next to itself. Some of the stuff it pulled was loose stuff, but at times we could hear a ripping sound as it pulled some grass out of the ground. Dad thinks it is giving its neck a workout, but I figured it probably gets enough neck strength eating with its head stuck underwater.
This is the first time we've seen a swan do this, so we are curious. (It stopped not too long after we saw it; went and joined the rest of the family in the middle of the pond)
