captive swans on man-made lake

I have moved into a condo complex that has a small man-made lake surrounded by rough cement. No rushes, tubers etc. As far as I can tell, the swans have been being fed bread and dog food. Bottom of the lake has been dyed dark to prohibit plant growth. Can swans find enough to live on ? The lake is surrounded by some grass and bushes.
