Hi Fred:

The swans at Abbotsbury and along the Thames are banded on their legs during the summer months when the parents cannot fly because of the molting of the feathers. Her Majesty's Swan Marker and Swan Warden along with volunteers complete this procedure along the Thames. At Abbotsbury and other sites throughout the U.K., conservationists, RSPCA and other volunteer wildlife officials and staff complete the procedure. The Regal Swan
