Swan bill is covered with dark spots

Hello, I watch swim wild swans in a local pond. Recently the male swan has developed some black stuff on his bill. Is this a fungus or something to be concerned about? Or\if it is some algae stuck there. Can you please let me know if you've seen something like this before?
