Swan in parking lot, maybe with blood on chest and wobbling, didn't move for cars/people

I work in a shopping plaza with constant traffic that is by marsh and ponds. We usually have several geese that travel through, however Friday in the parking lot sitting in the middle of the through way, which almost caused it to get hit, was a Mute Swan of adult size. It appeared to have blood on its chest, not a large amount, and it didn't move when cars or people walked near it. Animal care and control was called and the used a net to chase it back to the marsh. Would that be what you would have suggested. His wings were full span and he seemed to walk with a wobble. I am asking in case it shows up again. Why would it have wandered away and should it have migrated. Animal control said that is legally all they could do for it. I am not aware of any other agency that could have been called. Thank you from northern Indiana.
