Yes, you are correct in that the swans, especially the cygnets will not be able to access the water. There are several remedies that can be made to the plans so that the swans and their cygnets can access the water. We have asked a swan specialist in your area, Mr. Jon Coleman to respond to your letter. Jon is a great guy and a very avid advocate for swans. If he cannot find the answer, he will contact us and we will see if we can come up with some options for you.
