There are no guarantees that if you remove the captive (clipped) swans that wild swans will stay. If there is no substantial food or other habitat resources other than that which is supplied by humans, it may be the reason that the wild swans do not stay, not necessarily that they are being chased by the other swans. Also, the wild swans may see the houses, domestic animals such as dogs and cats or other human interaction and this may also be a major reason for their not staying on your pond.

Even if you feed them the same supplemental food that the captive swans eat (cracked corn, poultry layer pellets, lettuce and bread), the wild swans will not necessarily come up for the food as they are not accustomed to being fed by humans. In fact, it may take many months to get them to come to a certain area where there is significant human interaction and by then, they may leave just because of the lack of natural habitat resources.
