Pairs Behaviour

While visiting New York I went to the lake and feed some swans, the question I have is that everytime I did that one swan would take the bread out of my hand while the other stood back and hissed. Each pair I fed did the same. One would come up directly and take food and the other stayed back and hissed if you got near it, it would eat if I threw food out. Just wondering why they did that.
