If the mate was killed and she is just sitting there without trying to feed, swim and act normally for fear of something happening, then this is not a good situation for the swan. It also sets her up to getting killed the same way.

Since the RSPCA will not do anything and it is illegal in the U.K. to kill a swan, the only thing that may be done is to have the swan moved by a swan rescue group.
