Mute Swans

Where I work we have two mute swans. Today one of them has been "not right" He has stayed pretty much in the same place today and has not been in the water but just for a few minutes. He is sweating on his beak, drooling, and panting, and he was sitting in his own waste. Which was very runny(but bird poop is runny). Is it natural for them to do that? I thought even birds did not set in their own waste. Orkin just sprayed the "foliage around our building". Which the swans eat. We are located in the Daytona Beach Florida area and it has been very hot, but the last time one of the acted like this, Orkin has just sprayed,too. CAN YOU HELP ME???? PLEASE Thanks BETTY
