In Response To: what can I do? (beth)

I have been watching a group of three swans for three hours now. Two are curled up all tucked in sleeping in this cold windy weather. One is off to the side back to the wind,feathers blowing and its wings are sprawled, not tucked in and feet look to be spread out exposed at the back. One has woken up, gone for a swim an back tucked in. Who do I call? What do you think? Sick or Deceased? I lived on Frenchman's Bay in Pickering, Ontario.
