cygnets question

we have been raising australian and whhooper swans for over ten years. The last two years the hawks have taken every one of the australian swans cygnets. This year a coyote got our male. The pen raised hatched the 4 cynets so we netted them and set them up in one of our horse stalls with a small wading pool and indoor and outdoor access. We think a cat got one of the cygnets a few weeks ago, so we added more wire and are down to three. Now one of the cygnets has been having issues of mobility, falls over often and we have to prop him up in front of the feed and water so he can eat. If you put him in the swimming pool he loses his balance and falls over. We have seen this a few times with the whoopers in our other pond and over the last few years have lost 3 seperate cygnets with what we call the shakey disease. They all look like they are kind of intoxicated to a point and get to the point they either can't hold their balance or drown.
We live near Galveston, Texas.

We also lost a black swan cygnet last hatching after it was a few months old due to a disgnosis of avian pox,
