In Response To: Park Swans (Kay)

When I was a child and we were traveling, my Dad knew of a couple of city parks where they had pairs of swans, year after year. We always stopped to picnic in these parks and watch the swans. How does a city keep swans in a park ? Are the wings clipped or something to keep them from flying away ? We are in North-Central Minnesota. Does the city take care of them in the winter ?
