Care for wild trumpter swan?

Hello! At our drinking water plant we have a trumpeter swan who stayed after his flock left in the spring. He appears very healthy. He swims in our lagoons, walks around, eats, but does not seem to be able to fly. We did have Fish and Wildlife come out and after much discussion it was decided he has as good a chance of surviving here as he would if they tried to catch him. So they decided to leave him with us, as long as we provide supplemental food for him.

We want to make sure we give him the best care. Could you advise us on the best supplemental food to use and the amount to give in summer and winter? Is there anything else vital to his survival that we should know?
