Hi Barbara:

Yes, this is normal behavior. The older pair are probably the parents and they are telling junior that it is time to find another pond. As long as the young swan has not been pinioned (rendered unable to fly) then, he/she should eventually fly away to find a mate and establish its own territory. The Regal Swan
