Hi Nikki:

Unfortunately, we can't diagnose this problem without seeing the cygnet. But, it seems that there is an underlying neurological problem. The cygnet needs to be seen by an avian veterinarian immediately. Good luck and let us know how this progresses. The Regal Swan
