crooked leg disease

As you know i just purchased 2 mute female swans, one walks just fine the other one does not. i contacted my vet and he seems to think that the bird has what is called "crooked leg disease", caused by a lack of vitamins to develop properly. These are both young 1year old birds. The person I purchased it from said there was nothing wrong with the swan when i picked it up a few days ago. She also said that all she feeds them is whole corn and lettuce. As i can tell from your web site that Layer pellets are necesary for a healthty diet. What can you tell me to look for and can this be reversed with proper medication? At this point we are only speculating, nothing has been confirmed yet. Help
