New swans in pond (in the State of Georgia)

We live about 1 hour south of Atlanta GA. Today 2 swans showed up in our pond, we have lived here over 10 years and geese come and go yearly but never swans. Is this normal for GA? Is there a way I can keep these beautiful birds around? I see they are worth a lot of money on the internet, is it illegal to keep them?
