How to adopt or purchase swans

Hi,
I was wondering if you could please help me to find some swans I have 5 acres of water 20 acres of land have had no luck in 3 years found a person in Saline Michigan but she said she would have to ask the DNR that was 3 years ago I have other water fowels I want them only as pets Could you please tell me how or where I can go to get these birds.Thank You Theresa
