Hi Laura:
It could be that it is mating season and she is getting ready to lay eggs. However, she might be exhibiting gape worms or other problems with the shaking of her head. We're not sure that maggots are the best food, this may also be causing a problem.
If you are in doubt, please call Wendy Hermon (Swan Lifeline Rescue Facility in Eton). Wendy does a wonderful job with rescuing swans and rehabilitating them back to the wild. If she does not work in your area, she will know someone who does work in your area.
