Mute Swans - female pair?

We have a pair of male mute swans living in a 2 acre lake, surrounded by public gardens. I am having trouble with aggressive behavior from the two males not conducive to the peaceful garden environment we are trying to create.
We procured the male pair 6 years ago so we would not have cygnets, which would either require care or finding another home.
Would a female pair be a better option for us?
Is sterilization possible for male and female mute swans?
Is sterilization for one of the males and obtaining a female, an option?
If I introduced a female of a different age from the male, would they bond?
What would you recommend?
