Signet on its own, missing tail feathers and a little lethargic

hi, we have a network of rivers and tributaries near us and we found some feathers along the bank on a dog walk, on our way home we saw a young mute swan (mostly grey with a couple of white feathers) it was missing a few tail feathers so obviously a near miss, but it was looking a bit lost and a little lethargic-should it still be with its parents. it didn't look quite fully grown
