I agree with your conclusion, the outcome isn't good.

I wonder if the leg is permenently disabled, or could be mended with medical aid. It is creamy in color, and lay flat along his (her) side.
I have not noticed any movement when swimming, like trying to utilize.
Is there a phone number I could reach someone to discuss?

Here is a picture taken today. The baby has been with the flock, except when they travel off, by foot, to other bodies of water. He (she) sits by the side of the pond where they exited and waits there return. I am trying to get a picture of the leg, but the Dad Swan didn’t like that idea today, I will continue to try.
