Control of swan reproduction rate

I volunteer at a local park with a small lake, which, in my opinion is overpopulated with mute swans. Each year they reproduce with a similar result of about less than 10% survival rate. I am searching for a solution to minimize the result of so many cygnets not making it. To relocate the existing swans is politically not an option. To sell the cygnets is politically not an option. I wonder if egg removal after the swans have nested is an option? I have read they will lay a second clutch, but if you remove the second clutch will they continue to lay more? I would welcome any solutions you have to offer. We also have a singular male trumpeter on the lake that is a huge problem during nesting season. I thought the solution was to find him another of his kind, but your previous post advises against it?
