I am certainly not the expert here but I also live in Virginia and I have swans that I am able to keep on our pond all winter and they actually do fine. The key is keeping their water open for them. I run a regular household sump pump inside a 5 gallon bucket submerged in deeper water and it unbelievably keeps about half of the pond (3acres)open even in deep freeze! Of course I feed them as well as our other geese and ducks twice a day. We also have a small island on our pond and it has a little lean to type shelter for everyone to use. The swans however do not use the shelter. As long as they have open water they are happy.
