Hi Jeannine:

The situation you describe is that of two adult (parent) swans telling the juvenile swan that it is now time to move on and find his own habitat and mate. This is playing out across the world in all species as the new nesting/breeding season is around the corner. Eventually, the young swan will get the picture and move on. The parents may temporarily let him go back into the water and bathe, feed and eat as long as he knows the parameters of where he can and cannot go in the habitat. The Regal Swan
