Father swan keeps coming into road and standing there

For the past 2 weeks or so the father swan that lives in a brackish pond across the street (about 1 mile long and half a mile wide) has been separating itself from its mate and 7 cygnets. The cygnets are almost fully grown now. Is this typical behavior for a father swan? Also, every day the father has been coming up into the road and standing in the middle of it until someone comes and throws a bread trail back to the pond. Why would a swan leave its family like that? He stays on the opposite side of the pond about a mile away. And why would he suddenly start going into the road? Up until a few weeks ago he was a wonderful father, staying with the family and defending them from seagulls or anything else that got too close. We've really watching them since last Spring and we are so worried about this change in behavior.
