We think we are all envisioning the same thing, but we want to make sure. We think you are describing what we have seen on golf courses, there are pilings that build a wall around the pond with those locations that you do not want anything exiting the pond, being the highest. The lower portions would be where ducks, swans, geese, etc., could exit because it is lower and would have a grassy ramp. This would be the best solution. You might look at some golf courses that have used the "piling" bullwark appearance to see if this is what you are describing.

However, one caution, BE CAREFUL with railroad ties. Many use arsenic or other poisonous chemicals that can leech into the water and may harm or kill the swans. If you can check with a golf course development company, they will be able to provide you with the types of wood and other materials that may be used and will be safe for the environment.
