Protecting Cygnets

My Mute swans had their first Cygnets last year (Two), one died just outside the nest for some reason and the other one vanished after 2-3 days, I am reasonably sure it was taken by a Hawk or Owl etc. I have a reasonably safe environment for them, a Chain link fence with a hot wire on top and bottom of the fence, I built an island for them to nest which seemed to work well. My question is what else can I do to protect the Cygnets, I thought of putting some type of netting over that end of my pond which is about 2 acres in size. Will this help or will the predators fly under the opening and get the Cygnets anyway? Perhaps I should keep them in the nesting area until the Cygnets mature, that end of the pond is 1/2 acre in size.
