If his head is hanging, this sounds like a neurological issue caused by many things including toxins. We don't know your location in the U.K. Therefore, you need to contact either the RSPCA, as they may provide you with a knowledgeable swan veterinarian in your area or Wendy Hermon, Swan Support in Datchet.

The swan needs to be seen by a licensed veterinarian or swan care facility immediately. Please let us know how this situation progresses. The Regal Swan
