Mute Swan Illness: Swan does not raise its head up, no strength in neck

I HAVE A MALE MUTE SWAN IN OUR LITTLE POND AND HE IS ALMOST A YEAR OLD NOW, HE DOESN'T RAISE HIS HEAD UP, HE ACTS LIKE HE HAS NOT STRENGTH IN HIS NECK. HE IS EATING AND SWIMMING IN POND OK.

I DON'T KNOW WHAT TO DO.
