Something is definitely wrong with a swan that cannot hold its head up. A reputable breeder would not even offer the bird for sale not knowing the cause. There could be many causes which could manifest themselves into something worse later down the road to include:

Spinal cord injury from being stepped on in the nest or involved in some traumatic injury due to flying, running or entangled into something.

Neurological compromise due to nutritional deficits, poisoning, or disease from fungal, bacterial or viral infection.

Since the swans are 1 year of age and the cygnet has had this condition for 9 months, it would lead us to believe that there was a possibility of traumatic injury or neurological compromise and the bird was not hatched this way.

In any case, if the swan is placed in habitat that requires it to protect itself from a possible predator (i.e., flee quiet unexpectedly) or traverse steep banks to preen, enter or exit the water, the neck problem could present a major problem.

It would be our recommendation that unless you really are looking for a deal and are wanting to take a chance on providing the cygnet with a good home, although with some possible major accommodations, that you pass on the offer.

We would recommend that the present owner insure that the swan gets ample and adequate veterinary care and is protected from the elements, predators and allowed to live a comfortable life as possible.
