Since this is springtime and usually mating season for most swans, the swans may be clearing an area and placing the removed vegetation onto the area which they want to build a nest. If this is not nesting season for the swans in your area, they still may be clearing their habitat. Swans will mow down high vegetation and remove it to keep an area clean.
