Mute Swan pants, sweats and is drooling

Hi,
I work at the cancer center at Florida hospital in Ormond Beach Fl.
We have 2 male mute swans. One is fine ,but the othe one pants, sweats and is drooling . Is he sick or just not use to hot weather here? Please advise. Thank you. BETTY
