Yes, this is normal behavior. The male mute swan typically is responsible for starting the nest and then the female will assist in further nest enhancements, i.e., height and width. Since this is mute swan nesting season, the lone male is doing what nature tells him to do at this time. So, he probably is Jack! The Regal Swan
