preventing cygnets

I live in a retirement community that has many swans on our golf course lakes. The people in charge of this program say there is no market for swans and do not want any cygnets, so they are hard boiling the eggs to prevent hatching. I think there are five pairs they have done this to. I have a few questions regarding this. Is this humane? The swans near my house have been on their nest for two months. The temperatures are in the 90's (AZ) and the female seems to be dehydrated. She rarely leaves the nest and does not seem to be eating. Also, is there a way to sell (or donate) cygnets? In the past they seemed to be able to sell them, but now they tell me there is no market. The people in charge of these swans have also started putting swans alone on a pond or two of the same sex, to prevent nesting. It seems like theses are wandering all over the place, I assume to find a mate. We have wild coyotes that are constantly attacking the swans, often times killing them. Any suggestions would be appreciated. I am especially worried about the females nesting on the hard boiled eggs.
