You need to build an enclosed pen (top to bottom, 1/2 in water and 1/2 on bank with feeder inside) for the swans to nest. The enclosed pen must be solid so that animals cannot dig under the pen or climb over and into the pen to access the family. The bottom sides (outside perimeter) must be lined with plastic poultry fencing so that the young cygnets cannot from the pen and get separated from the family. The explanation for building the pen is too extensive for this forum.
