Hi Katherine:
The best thing to do in this situation is to let nature take its course. Unfortunately, you may lose some cygnets, but it is best for the cygnets and parents to remain in the water habitat. The young cygnets must be taught how to swim, eat, preen, dive and protect themselves from predators. If you take them out of the water environment, they cannot learn these essential tasks and the young birds as well as the parents may become susceptible to diseases from the stress of being removed from the water.
