Swan no wing feathers in winter

There is a Trumpeter swan in a pond near my house that has a wing with no feathers. I read that they moult in the summer, but it is winter now here in minnesota. I'm wondering if is this common. Will he be able to survive this in the weather, or should I call a Wildlife Rehab center? I do have a picture if you want. Thank you Swan Specialist!
