Hi Debbie:

We can't tell much from the photo. The growth could be a malignant tumor, a non-malignant growth, a wound infection (with an object, such as fish hook, etc., impacted and encapsulated) or something that we can't readily see.

We would strongly suggest that you immediately capture the bird and get it to an avian veterinarian for diagnosis and treatment. The Regal Swan
