I am a volunteer. I feel for the swan that was killed by the dog off leash... Poor swan really sad.

Im pretty sure animal shelter officers really care as well but the problem is the animal officers people are totally powerless to do their job. Theyr expected to enforce the bylaw but are given no powers to do anything. they can't write tickets because people dont respect them and they have no authority...

If a person walks away from them or doesn't identify themselves, they have to call the police, and police never show up. So problem dog owners get away all the time. these guys get so frustrated. it's really not their fault, the pound is a really nice place that does lots of good

problem is the city hall. city hall just keep these guys around to make it seem like they're doing something but they're not. It's all image. nothing is really being done because no law is good when theres no enforcement. The animal control guys can't do anything, the city doesnt want to pay money to enforce the bylaws properly like other municipalities. if they really cared, they would authorize these guys and give them more power...

to write a ticket you need the persons name and id... if person doesn't want to give their id or name, the animal control officer has to call police, police never show up. i know i talk to them about it they really frustrated with it

so whether they make the fine $4000 or $50 it don't make a difference because nobody gets any tickets anyways... its all just image... all just for show, nothing happens. city hall is like black hole where they just take your complaint and it goes nowhere

you cant blame the animal guys tho. they got no weapons nothing, having to confront people who know they can't force them to do anything

city hall need change the enforcement... either hire more police to do it or give these guys the power to do it because right now they can do nothing... and all this is just lies, no enforcement is being done its all for show.

but believe me animal control guys really care i speak to them sometimes they so frustrated... you should contact Jamie Graham police chief as well as Mayor & councillors
