Thank you for the response. My first thought is that he might have been shot but I do not see any wound or blood. I also did not seen any fishing line wrapped around the leg.

I called my avian vet and the practice will not see a swan. It is not the vet's decision rather the practice which states it is against the law. I called another large practice and they too will not see a swan. Both practices suggest I contact a licensed wildlife rehabilitator. I am not sure what to do. I am afraid that once a rehabilitator gets involved they may take him away but I do want him to be examined to receive the care him may need.
