Hi Ashlynn
The dad may have taken the cygnet to another area, possibly which he thinks is much safer. It may take some time, but they may return at a later date. There are no guarantees if the swans feel threatened in an area whether they will ever return. However, if you or others were feeding them, food is a good attractant for them to return.
