You need to get the cygnet to a licensed veterinarian with bird/waterfowl expetience. Even though this could be the result of some injury, this is more likely some type of parasite or infection which needs to be properly diagnosed and treated. If either of these are the cause, you may need to treat all swans and their nesting areas so that they do not get infected. The Regal Swan
