This is probably parent swans telling junior he needs to leave the nesting area to find a mate and habitat for his own. If this is not their offspring, then it is another swan, probably juvenile and it is receiving the same treatment. These adult paired mates do not want another swan in their area which can stress food, shelter and nesting resources, thus being a threat to new hatching this year. This same scenario is played out annually worldwide during nesting season with all species, not just swans.

If the other swan is not allowed to bathe, eat, preen, enter or exit the water, he can become dehydrated, starve or become so stressed that he is susceptible to injury and illness.
