Swans paddling with one leg tucked behind wing - why?

Hello,
My husband and I were visiting Annecy, France when we came upon a family of swans (looked like a mother, father and three gray-coloured younglings). They were all at the bottom of a small waterfall. All of the younglings were paddling with one leg and the other tucked under the wing, or splayed out to the side. We were very curious about this behaviour. Is this some form of exercise? Thanks!
