A broken wing. Any hope to fly again?

If both radius and ulna are broken (the skin, however, is intact), is there any hope for a swan to fly again if the broken wing has been bandaged correctly and the bandage stays in place (the flight feathers in this case are left intact)? Also, if a wing is damaged and a vet cuts the flight feathers, will they grow out again and work properly after the moulting?
