Swans and waterfowl in general can become stressed. However, as long as the swan is eating, swimming, preening, etc., this is a good sign. You do not want her to come out of the water, reinjure herself or be attacked by a predator because she cannot run or escape. She probably feels much safer in the water for this reason.
